The fifth-busiest bridge system in the country, the Crescent City Connection over the Mississippi River in New Orleans, doesn’t operate by the book and has its share of wasteful practices, a state audit has revealed.

The Crescent City Connection Division of the Louisiana Department of Transportation and Development operates a system that includes two tolled bridges on U.S. Route 90, six ferries and 29 commissioned officers. All are funded primarily with toll revenue.
